From the story it sounds like his mother has little common sense to begin with,as her son probably never had a father figure as a child and the mother was too busy doing crack or whatever instead of nurturing the young child while he was growing up and gave little thought to the most important part of his young adolescent age.

Kinda depends on the situation, if the persons seriously injured and their hands are visible and empty then if you happen to have a couple of large zip ties handy it should be easy enough to secure the person till he croaks or paramedics arrive.

That said unless you are a police officer you probably do not have cuffs/zip ties at the ready to secure someone after you ventilate them so that's a problem.

If you leave them on the floor to bleed out and they pull out a hidden knife and cut the throat of some poor soul giving aid then someone may die that may been fine if you let him run out the door.
