A friend is looking into buy a chassis car, how can you tell if its a chrome moly or mild steel chassis?

Had a friend recently call me about looking at a tube chassis 69 Camaro online, car appeared to be way below market value at $25,000, recent build I think 2013 25 spec cert ( didn't say which )roller ready for a drivetrain with top of the line components like complete Magnafuel fuel system, Speedwire, 40 spline 9 inch, everything seemed excellent. A ton of people were inquiring about the car with no response. After some digging I found out it was a mild steel car, that's why it wasn't an instant sell at that price. Makes no sense today to build a car like that in mild.Full chassis, and wondering about just the cost difference to build?
I know of a few cars that are ms, and for the life of me I cannot see why a car built that stout was not done with moly? Surely the added cost to build would be more than made up by resale value.
