if the axle oiling hole is edm from the oil band to the axle, the bore clearance wont matter, as the band has full supply.
as for top oiling, we put a .015-.020 or so deep nick from the band to the oil hole to provide oil to the pushrod/rocker
we typically set up at .0017-.0018 on new bores/lifters in an iron block, and with the lifter modified, i have never had issues
with alum, i will set up .0002 or so tighter
I feel this gives us the best control of oil spilling out of the lifter bores, and also provides plenty of oil for the pushrod/rocker
We also oil the lifter galleys from both ends of the block, with .063 restrictors in the 4 corners
We have recently been switching to a full body style lifter without the band for support, and we mod those as well to provide oiling.
YMMV and all that..lol. This is just what has worked for us
