If cam card says to set the hot lash @ .010, and they accidently got set to .013 cold. Would this cause the engine to lack a lot of power and not turn above 7800 rpm.

Quick change rear end, went from 6.18 gear to 6.54 and rpm's went from 7700 to 7800 rpm.

This is in a dirt track sprint car.

alum head iron block.

yes, set 013 cold would make them around 019 hot.

Would this cause the motor to be doggy?

The lift and duration lost from the extra lash wouldn't cost you that much power. But some valvetrains, mainly the springs, can do some crazy things at high RPM especially since you're running almost double the recommended lash. As the lash loosens, it allows the rocker to build more momentum to "smack" the valves open. It also upsets the valve on the closing side too. I'm not saying that's your problem, but valvetrain harmonics can do some weird things that you would have to see to believe.
