Larry Cudlow is reccommending that government sell war bonds to fund the virus recovery program. that got me to wondering if the House would be involved with how the money gets disbursed if they are not the source?
opinions?
Is larry onto something here?

I always thought Trump should have promoted the idea of selling Wall Bonds. "Build the Wall" bonds.

Both the House and Senate are involved in it.
How about an 'Emergancy Powers Act tied to the democrats demand that trumps use his authority to tell mfgrs to start making masks and ventilators? The House told him to use his authority - they're on record - so use his authority and offer up 'Recovery Bonds' outside the clutches of Congress - they told him to use his authority.
Would that work?
