Smart thinking. We used to put some paint on the holes after drilling. I bet dipping the screw in an epoxy primer would be a good idea. Maybe silicone sealer on the screw threads.

I would personaly use crush nuts with sealer in them. After drilling holes, epoxy prime the bare metal with a brush, let dry, insert crush nuts, install flaps then use a rustproofin product on the backside.

Drill holes. Paint raw edges with epoxy. Where flap covers body brush on LPS3. Install flap. Brush backside of fender lip with LPS3. No worries. It's how I did mine.

I use LPS3 for rustproofing too. I spray every 4 to 5 years. Truck is 13 years old and no rust.;)
