Which type of Band Material would you suggest for a racing PG, lost the low gear band which was red, looking at either red or kevler.
found a bad seal on the pump, locking type worn very thin so must have been losing PSI there which would drop the servo PSI, groove seems OK so I will install new teflon seals and install a new band and check the line PSI.

I really have no preference. I have had good success over the years with both. The keys to making them live are maintaining the adjustment, having a good surface on the drum and solid pressure.

The failed ring took out the band while you were in high gear. Either lining you mentioned will be fine.
