Depends on what you want to do with it. If you're looking for an open source workstation alternative to Windows then it takes some getting used to and is harder to maintain but will do the job. Get the latest version of Ubuntu.

yes.

I run a dedicated XP box and a dedicated Debian box for desktop machines, as well as dual boot of those 2 on my laptop.

Each has it's purpose
