When you are shooting front 3/4, stand off the wall just slightly and set your focus point on the headlight/hood closest to you. Stepping back off the wall a little, creating a little more dimension to the photo will increase the effect of your pan blur. The more head on you shoot, the slower you need the shutter speed. See my burnout shot at the top as sort of an example.

Also, squat down and shoot more head onto the car. Lens should be fairly level to your subject.
