the pump is -12 and goes to a fuel log that is -10 that has the regulators for the nitrous and the carbs. should i reduce it from -12 to -10 on the outlet of the pump or the inlet of the fuel log or am i over thinking it and it doesn't matter?

Just reduce it at the fuel log. That way you have the volume up to the log.
