When applying a skim coat of filler to an entire door and the filler starts to tack over BEFORE the entire door is covered is it ok to mix a new batch and continue were it started to set up or must I sand and feather the edge before covering the rest of the door?

IMO if you can not spread one panel back off the hardener a little bit,

i have remixed and went into semi dry filler as you ask before. not sure id recommend doing so though

Try to avoid it. The styrene in the filler rises to the top and can cause the next layer to not bond as well as it should, and you lose the mechanical body unless its scuffed.
