Can a sliped outer ring on a balancer upset the valve train/ timing enough to cause ignition to break down at the top of the gears. Around 7,000 rpm. It moved about a 1 1/2. We are replacing it with a certified unit.

It is possible. He has been chasing this problem for a while. New plugs,wires,cap, msd locked distributor, it had a digital 7 box.

If your damper outer ring slipped, it's time to replace it with one that won't....eliminate that problem...but no, it won't unless you're setting timing based on it and not knowing it slipped in the first place....

Does it run a crank trigger? Are you sure it is the outer ring that slipped and not the key sheared? I had a friend whose key sheared and running a crank trigger it changed timing and cause all kinds of trouble.
