Can I run a converter set up for NOS without running the NOS? Will the converter work right or will it not have the power to work the way its supose to?

I wouldn't consider it to be a "nitrous" converter as I would just a tighter low rpm converter. It can be used in many different applications. Each converter guy will build according to the application, but if you have a buddy who has a lower rpm tighter converter and you want to limit the hit of the tire on say a drag radial stock suspension car, you can try it without spending the big bux..It just depends on what you are trying to do as there is such a thing as being too tight or too loose with the same rated rpm it flashes to. Finding a used one first time out that will work optimally is slim to none to be honest but nothing wrong with it if you are looking for a baseline to give the converter guy more info of what it is doing.
