im looking to replace the leaf springs on the rear of my 92 S10,my question is im wanting to go with a set of -2 split leafs from caltracs they say i need this gm spacer kit?whats this and what does it do?

Because the GM multi-leaf spring is thicker you need to add the spacer to make up the difference of the thinner split leaf. I actually added two spacer kits and stacked them to get the rear of my car sitting the way I wanted it.

and the pinion angle was correct with just the leafs and spacers?

You can also run a 1" lowering block to make up the difference. I just did the swap on my S10, but mine has chrysler type leaf spring pads.
