Iam doing the wiring in my car battery is in boot i was thinking of running the pos wire to one of these bulkheads MOR74144 then out to starter motor
Moroso say it ls good for a constant 250amps
But would it be good for the few seconds when the starter is pulling more then 250 amps ?

Skip the bulkhead and run the positive battery wire straight to the starter like it should be.

I've used that bulkhead or similar ones for the starter cable on a few cars and have never had any issues.

I have one on my car. Battery in the trunk so I ran the wire inside the car to the firewall with the bulkhead to he starter. Been like that for 12 years

It will be fine. There are two issues with using a smaller copper conductor in a low voltage DC circuit, heat and voltage drop. The heat absorbed due to resistance will be minimal in 5-10 seconds of cranking and since the bulkhead makes up such short section of the conductor the voltage drop seen will also be minimal.
