i have big&ugly on 16/71 with e-98 if i run idle up to 2000rpm surge is almost gone but i would like my car to idle 1500-1800 if possible
i have tried adjusting barrel valve
adjusting gap on butterflies
removing plugs on the injector
added washers to change spring pressure on idle return
nothing seems to change it much other than increasing the idle looking for some new ideas

Is it a clutch or automatic? Automatic is a little more challenging. Did you leak the barrel valve? Easy way to do it is pull the fuel shut off slowly. You will find you are probably rich on the barrel valve adjustment.

power glide 35%leak when i lean out the barrel valve idle goes up with it so than i close gap on butterflies goes right back to surging

i have tried the butterflies all over in this range .003-.010 yes it moves the idle and problem goes away but its idleing @1900-2000rpm but i would **** to be a little lower
poppet pressure is in that range

Lean it out or turn the idle up...

Idle poppet pressure should be set around 6-7 PSI.

If memory serves correct, butterfly gap on the bigger injectors should be around .009-.012"

The only way to get rid of it is by opening the gap in the blades. Surge is caused by the vacum in the hat cycling up and down due to a lack of flow past the throttle blades. Open up your blades some then readjust your leakdown.
