I have cheap micrometer.... JUST a heads up.

the original damper that came off the car is roughly 1.40" ID with the keyway part being exactly 1.5"

The new one is roughly 1.36-1.37" ID with the keyway part being exactly 1.50".

Can I get the new one honed inside to be the same diameter as the old or how do I go about getting this thing on?

If you use your cheap mic, and lock it at the size of the journal you're measuring (crank snout in this situation) so long as the temperature remains consistant, your machinist can use the same mic to set his dial bore gauge, then he can use that as a reference to hone the dampner snout for the correct interference fit on the crank.
