As for camera.. that Nikon you linked looks like a good start, but realize that night time panning shots are pretty much impossible from the stands without a (very) well lit track. I have 3 flashes and stand on the wall, even then it's tricky. So, don't get your hopes up. Daytime however, from the stands, you should be good to go at a reasonable ISO with that camera. Go out with lots of room on your memory cards and practice, practice, practice to find out the best combo.
