How much more nitrous can you get into a 632 compared to a 598?
Conventional headed engine
I know that there are quite a few variables but if both engines were fairly optimized for nitrous what would be the difference?
Next part of the question would a 632 be worth having to add 150# to the car for rules differences between the 2

I would say NO on the weight deal IMO. I have a friend that sprayed way more on his 532 than I spray on my 622. If cubic inch is the only difference in the two you should be able to get all you need in the 598 with the right cam, heads, etc.
