351w oil drainback problem

I have a 351w thats stock rebuilt short block and edelbrock victor jr heads, hyd flat tappet cam and 5 qt pan.
whenever i go past about 2800 rpm for more than a few seconds at a time the oil pressure drops down below 10 psi. the pan is full, i even tried adding an extra quart and it doesnt help.
if i shut off the motor for a minute or so then fire it back up the oil pressure is good.
gauge is mechanical and appears to be functioning correctly.
i pulled the valve covers and was able to drop a long 1/4" ratchet extension into both 'left side' drain holes on the heads that go into the block but the 'right side' which was front on the pass side and rear on driver dont line up enough with the block to drop the extension through.
is this wrong?
the motor is low mileage and very clean inside, i did not build it though so i dont know what pump or head gaskets it has.
any help is appreciated, i cant figure why an essentially stock motor is having this problem.

MIGHT NEED A OIL RESTRITOR KIT IN THHE BLOCK?

Ristrictors possibly or the pickup screen maybe too close to the pan. And sucking it to the pan.

I would guess that the pick up is to close to the pan- or did you forget to put the gaskets on the oil pump to block&pick up tube ... i seen the plugs on the front of the block by the timing chain pop out ..i always tap and put screw in plugs in them

i tried throwing the trans in neutral and letting it idle to see if pressure came back and it didnt come back within 5 seconds. as for the rest, im not sure i bought the truck running so id have to tear into it to find out. i am planning on pulling the pan soon so i will check all of that then.

make sure the oil is not staying in the top end. the builder might have put a high volume oil pump on it and it is pulling all the oil out of the pan be for it can drain back. right side head gasket backwards?
thanks for the help everyone, it ended up being a handful of gasket material and silicone plugging up the pump pickup. i cleaned it all out and pressure is good now.

That does not sound good. Was this motor "professionally" built?
We had 'Professional' engine builders glob our oil pump full of clear silicone....instead of using the little paper gaskets where the pump meets the block they used 16oz of Permatex....wiped out the bearings faster than pigsnot...these guys ran TopDragster/TopSportsman stuff (in hindsight they did blow up alot too).
