Four bolt motor mount block out of the late sixties. Possibly a 352 with a 4" bore. Or a 390.
Medium duty stuff like a 361 or 391 would have the double webs in the mains, which this block does not have.
Yes, it should be called an FT because it came out of a dump truck but it's going to be an .030" 390 FE, lol, my book says the C7ME-A might be a 330HD. Here's a picture of the engine, the car it's going in and of a 68 GTE cougar that sold for 32K the way it sat.
Here's a page out of my book with block numbers, so it could be a 330 or 361FT, Jim told me what it was some time ago but I forgot, if he see's this he may chime in.

Have you checked the distributor hole sizing (the deeper hole in the block)?
I believe you will need a bushing to use the regular FE distributor in an FT block.
The first picture is of a cast 390 crank and a cast 68 427 crank, both have the same stroke, Jim is using the cast 390 crank for this build along with the 428CJ type rods in the pictures in the above post. The next crank is steel out of the dump truck engine. The third picture is of what I think is a 428 block that Jim sonic tested.
The 406 head is more like the early low riser heads or the 428 CJ heads with a smaller chamber as far as the ports go, I'm not an expert when it comes to all the head variations I believe these heads had 2.02 valves.
