Correct me if Im wrong. Turbo size limited to a 47/88 or smaller so an 85mm is legal right?

Yes on a SBF it would be 20*.So if you have 10* they would only be legal for nitrous application.

Since its only 1/8 is 25.5 required? or is the mph the limiting factor? my current cage is only certed to 8.50

x2. I mean it IS a 1/4 mile track. Could probably coast without hitting the brakes and still be slowed enough for the turnoff. Will they be saftey nazis or is it up to whoever is doing tech?

I know at the ortc event since it was 1/8 they went by the speed, and it wasnt required unless you went 160 or better.
