A Customer of mine has a very similar setup, also a veryyy good NMCA car and he is on C16. If you are willing to play with tuning Q16 would pick you up some HP, but most of my NMCA guys who are the 8.xx index are on C16.
If you feel you are detonating on C16 then the C23 will work great. The problem is that most folks don't get to that point. I do have one customer that says if you can keep the air intake temps really cold, around 60 degrees or so, the C23 worked better in their turbo car. I still think you will be fine on the C16
