Based on the compression, I'd say it is mostly a strip type application. No rocker ratio or RPM to work with.......Makes it tough.

7000 RPM to 7500 RPM.
Low 250's to low 260's on the intake.
A 10-15 degree split intake vs exhaust.
IC & EC will depend on where the @.050" number ends up.
Lift will depend on spring that will actually fit in the head.
