If a cam is supposed to be installed at 113 and it gets put in at 110 could that cause it to backfire through the carb?

No.

But it does take away intake P-V clearance. And if the intake valve kisses the piston, it'll backfire through the carb.

I'd be checking valve springs and PR's.

I thought mabey a valve got bent but I leaked the motor and everything seems good. Thanks for your input though
