Cecil Diaper rules for 2008?

Is Cecil requiring diapers on bracket car 9.99 and under this year? What about test and tune cars under 9.99?

Who has been thru tech this year and has an answer?

Cecil is oing by the NHRA rulebook. Only 7.49 and quicker need the diaper untill next season.
