chassis/roll cage question

I am in the process of fixing restoring my dads 65 nova. The car is a ladder bar back half. How important is the 3 hole adjustment bracket for the front mount of the ladder bars as this car only has one. Putting a new cage in and have question about rear/struts. rule book says 2 bars 1"5/8, any lenghth. or cross 1"5/8 with 1"1/4 struts, am I reading this correctly . we are replacing cage because it wouldnt cert. 1 1/2 .058 c/m (.108 m/s)2 bars 30" or less
1 3/8 .049 c/m (.108 m/s)4 bars ,2 of which must be attached to the horizontal portion of main hoop,i.e. top
1 1/4 .049 c/m (.108 m/s)6 bars ,2 of which must be attached the yada yada yada....
