the car has been finished bare for a year so the bars have some surface rust. I hate to blast the entire cage. Is there a good cleaner I could use with scuff pads? Then what kind of paint do most use?

I believe Acetone will work.

Depending on the amount of surface rust, I'd use Acetone [as Nelson said], or if it's very light...WD-40. That with the appropriate Scotchbrite pads will get you there.

for deeper stuff you can use vinegar and a scuff pad then rinse with water dry and paint You can also use "metal prep" which is a weak phosphoric acid solution, It will etch the tubes lightly and leave a phosphate coating for the paint to adhere to. If you know powder coater in your are get some phosphate cleaner from him use very hot water and you should be good to go.

Anyone ever used the naval jelly?? It is nasty stuff, but takes rust off completely. If it is just light, I would use scotchbrite pads..

NEVER use WD-40 on anything you ever want to paint....................Same goes for Armor All.......................

Red Scotchbrite and acetone will work fine.
