Strange Spindle Mount Struts?

A friend has the above front strut kit and when he took his brakes apart the 3 allen head bolts were not much more then finger tight. Now that he has it back together there is a lot of drag on the wheel.He has no info on it and is wondering if there is something he's missing, spacers or whatever.

those calipers float so there should not be any binding.tell him to make sure the bearing is fully seated in the wheel and reassemble the brakes.also make sure the pads are not cocked or hung up.

Tks,he's going to take it apart again and make sure everything is ok. It sounds like the bearing may not be seated because he did take everything apart and repack the bearing so maybe that's all it is since it worked fine before he took it apart.
