Gary, I checked the rule book and all I saw was the spec fuel rule. I'm sure C-12 is legal. Jeff Conley and Mike Bruns are usually lurking around here, they can verify.
You going to run Milan?

I want to,Have to get my cowl hood finished.
Don't know if my "Stage2" scoop is "factory" enough to get through??

You should be alright w C-12 and for the forward facing scoop, even though it's factory they'll probably have you tape it up.

My neighbor has a cowl hood on his '70 -- maybe from Harwood, you aren't building one are you?? Are you seriously thinking about running??

Seal up the scoop with something more than duct tape. Everone in the class uses C-25. Our current champion has forward facing scoops in his car I think he used lexan painted black to fill in the holes.
