i had my 400 rebuilt last year, it worked fine before i broke it, got it back and with stock converter with a manual valvebody it won't shift from 1-2 unless i'm over 2500 rpm, and 2-3 is the same, changed converters and 1-2 is the same but know 2-3 won't shift until i'm over 5000 rpm, so has anyone ever heard of this, want to fix problem and put a brake in it but want to get this problem fixed.

If you install a transbrake valve body , the trans will shift when you tell it to. Your trans sounds like it still has problems and didn't get repaired properly after you broke it.
The trans will have to come all apart to install the transbrake valve body so im sure you can sort it all out then.

i know when i change valve body's they can figure out the problem i was just curious if anyone has heard of this and what would cause it, everyone i 've asked has been baffled by this, also looking for a tranny shop. i'm located in the ny area.

What happened to the trans when it crapped out. Also is it a forward manual shift valve body?

destroyed the sprag they put in a 34 element and added cluthes to 2nd and 3rd it is a reverse valve body, they swapped cases, could it be a govener issue or somethind stupid, i called them and told them the problem and they said it wasn't there fault but i could pay them to look at it, this is why i'm looking for a new tranny shop, this was done bt a reputable shop but i won't mention the name.

If its a reverse valve body it should shift instantly. The governor and its circuitry will not even be installed as its not required with that type of valve body. It should shift regardless of rpm.
If your certain of the oil level and shifter adjustment, the trans has problems. I can only guess that the problem may be valve body gaskets, sealing rings or a problem in the center support.
