Headline (near the back of the paper): "Auditors say that the U.S. has already wasted $10 billion in Iraq"

Defense or State Department officials condoned or allowed repeated work delays, bloated expenses and payments for shoddy work or work never done. Federal investigators warned Thursday that significanly more taxpayer money was at risk."
