What is the stock diameter of a SBF roller lifter? Also can a standard lifter be used with a Vic Sr. head?

SB Ford = .875" diameter
Yes, with a 5/15 PR you can *get by* with a non off set lifter. I would recommend an off set for larger diameter PR however.

What do you consider the service window for a 5/16" pr? And as for lifters for a victor head, what configuration would they need to be for a bigger pr?

Its not the lifter that would require a lerger PR, its the spring and RPM range that is going to necissitate a larger PR. And once you go to a larger PR, then an off set would be needed. I am sure that your engine builder knows this already.
